The Republic of Moldova is advancing an ambitious public administration reform agenda as part of its European Union accession process, aiming to strengthen governance, improve how public institutions perform, and bring services closer to EU standards. While a solid reform framework is already in place, the key challenge lies in turning plans into real, everyday improvements, particularly in coordination, monitoring and delivery.
The Public Administration Reform works alongside Moldovan institutions to turn reform commitments into concrete results and supports the state in advancing key reforms linked to its EU accession process. With a total budget of €5 million funded by the European Union, the project aims to increase the effectiveness and attractiveness of the public service at central government level by strengthening reform implementation, coordination and monitoring, in line with the national Public Administration Reform Strategy and EU standards.
HAUS acts as the lead implementing partner, responsible for the overall delivery, coordination and quality assurance of the project. Drawing on our extensive experience in public administration reform, governance development and human resource management, HAUS works closely with the EU Delegation and Moldovan partner institutions to ensure that activities are aligned with national reform priorities and EU accession requirements. Through technical expertise, capacity development and on-the-ground support, HAUS plays a central role in strengthening implementation, supporting institutional change and ensuring that reforms are translated into practical, sustainable improvements in public administration.
