Jouni Vainio

My name is Jouni Vainio, and I work as a Senior Adviser at HAUS in the Public Administration Reform in the Republic of Moldova (PAR) project. I am based in Chișinău, the capital of Moldova, working on an EU-funded project implemented by HAUS in partnership with the Estonian e-Governance Academy (eGA).

The project aims to support Moldova’s public administration reform and align it with EU standards and OECD/SIGMA principles. Particular attention is given to strengthening central government administration, reforming human resource management, and advancing digital transformation and the development of digital public services. HAUS supports Moldovan authorities in the practical implementation of these reforms and in the systematic monitoring of their progress.

I began my international career more than 35 years ago. Over the years, I have worked in a wide range of expert and leadership positions within organizations such as the United Nations, the European Union, NATO, and the African Union. My work has taken me across Europe as well as to Africa, South Asia, and Central Asia. Even today, I find it both rewarding and inspiring to work in international environments alongside like-minded people of different generations, learning from one another and contributing to meaningful change.
