Development and improvement of the legislative and institutional basis to protect competition in Ukraine, which was considered an essential task within the context of the Partnership and Co-operation Agreement (PCA) between the EU and Ukraine.

Strengthen the capacity of the State administration services by improving the professionalism, stability, motivation and ethical behaviour of civil servants, through full implementation of the Civil Service Law.
A fully effective and developed Civil Service Office by strengthening its internal capacities to produce, implement and monitor acts and secondary legislation and regulation under the Civil Service Law, which the CSO is responsible for according to the law, and thus ensuring full implementation of the Civil Service Law adopted by the National Council in July 2001 (312/2001).
