HAUS launches new EU-funded project to support public administration reform in the Republic of Moldova

The launch of a new European Union-funded public administration reform project in the Republic of Moldova was marked today by a meeting between Kirsi Aaltola, Director (business services), Kati Tanninen (Head of Partnerships) and Lauri Luoto (Director, clients) at the HAUS Finnish Institute of Public Management, and H.E. Viorel Ursu, Ambassador of Moldova to Finland. The meeting underscored the shared commitment to advancing Moldova’s public administration reforms and strengthening cooperation between Finland and Moldova.

HAUS, in partnership with the e-Governance Academy, is implementing the new project to support key reform processes in Moldova’s public administration. The Public Administration Reform (PAR) Project in the Republic of Moldova is a €5 million EU‑funded action implemented by HAUS Finnish Institute of Public Management together with the e‑Governance Academy (Estonia). It supports Moldova’s EU accession by strengthening the effectiveness, coordination, and digitalisation of its central public administration.

HAUS brings extensive experience in public administration reform, good governance, and capacity development, drawing on Finland’s strong institutional framework and practical expertise. Through this project, HAUS will mobilise expertise from across the Finnish public sector, as well as academia and private sector partners, to support sustainable reform efforts in Moldova.

PAR initiative will focus on strengthening strategic planning and coordination of reforms, improving public sector human resource management systems, and advancing digitalisation to enhance service delivery. It will also support the development of skills and competencies within the public administration to ensure the long-term sustainability of reforms. Overll, the initiative aims to increase the effectiveness and attractiveness of Moldova’s central public administration by advancing public administration reform and supporting Moldova’s progress on its EU integration path.

Commenting on the launch, Mrs. Kirsi Aaltola underscored the value of long‑term, trust‑based cooperation:

HAUS, together with our governmental partners, is honoured to support the Republic of Moldova in advancing its reform agenda by sharing practical experience, fostering peer learning, and working hand‑in‑hand with committed local institutions.”

This launch marks the continuation of HAUS’s longstanding engagement in Moldova and further strengthens its commitment to supporting resilient, transparent, and democratic governance internationally.
