Asiantuntijahaku – Team Leader ja Digital Transformation Expert, Nigeria Digital Public Infrastructure Team Europe Initiative -suunnittelutehtävä
HAUS kehittämiskeskus Oy hakee kahta asiantuntijaa suunnittelutehtävään liittyen Suomen johtamaan Team Europe Initiative (TEI) -hankkeeseen Nigeriassa. Aloitteen tavoitteena on tukea turvallisen, yhteentoimivan ja inklusiivisen digitaalisen julkisen infrastruktuurin kehittämistä osana Euroopan Unionin (EU) laajempaa Global Gateway -kokonaisuutta. Hankittavan suunnittelutyön tuloksena laaditaan EU:n hyväksyntävalmis Description of Action (DoA), joka toimii hankkeen toteutuksen perustana vuodesta 2026 alkaen.
Tehtävän sisältö
Kahdesta asiantuntijasta (Team Leader ja Digital Transformation Expert) muodostettava tiimi vastaa hankkeen suunnitteluprosessin läpiviennistä ja hyväksyntävalmiin DoA-asiakirjan laatimisesta EU:n ohjeistusten mukaisesti. Työ toteutetaan tiiviissä yhteistyössä Suomen ja Viron asiantuntijoiden, muiden Team Europe -kumppanien, EU:n Nigerian-edustuston, Nigerian hallinnon ja paikallisten sidosryhmien kanssa. HAUS tarjoaa jatkuvan taustatuen ja laadunvarmistuksen koko toimeksiannon ajan. Työskentely tapahtuu pääosin etänä virtuaalisia työkaluja hyödyntäen, mutta toimeksiantoon sisältyy vähintään yksi yhteinen kenttämatka Abujaan (keskimäärin noin 11 työpäivää per asiantuntija).
Haettavat asiantuntijaprofiilit
- Team Leader: Haemme kokenutta kehitysyhteistyön ammattilaista ja hankeosaajaa, joka vastaa suunnitteluprosessin kokonaiskoordinaatiosta ja laadukkaan, EU:n hyväksyntävalmiin DoA:n tuottamisesta. Tehtävässä onnistuminen edellyttää vahvaa kokemusta monitoimijaisista kehitysyhteistyöhankkeista, hankkeiden ja/tai ohjelmien suunnittelusta, EU:n hankesyklin hallinnoinnan työkaluista, erinomaisia koordinointi- ja viestintätaitoja sekä ymmärrystä EU:n Team Europe / Global Gateway -lähestymistavoista, erityisesti digitalisaatiokehityksen kontekstissa.
- Digital Transformation Expert: Vastaa digitalisaatioon ja DPI-arkkitehtuuriin liittyvistä temaattisista ja teknisistä sisällöistä hankesuunnittelun osana. Tehtävässä tarvitaan kokemusta digitalisaatio-, sähköinen hallinto- ja/tai ICT4D-hankkeista, ymmärrystä digitaalisen infrastruktuurin ja yhteentoimivuuden ratkaisuista (esim. X-Road, Suomi.fi) sekä kykyä soveltaa EU:n ja Suomen digihallinnon oppeja kumppanimaiden kontekstiin.

Kelpoisuus ja tarjouksen jättäminen
Tarjouksen voivat jättää sekä yksittäiset asiantuntijat että palveluntarjoajat, jotka ehdottavat valmista tiimiä (Team Leader + Digital Transformation Expert). HAUS ottaa mielellään vastaan molemmat asiantuntijat sisältäviä valmiita palvelukokonaisuuksia, mutta mikäli soveltuvat asiantuntijat löytyvät eri tarjouksista, voidaan tiimi muodostaa myös kahdesta erillisestä tarjouksesta.
Valittavan tulee olla laillisesti rekisteröity toimija, joka voi tehdä sopimuksen HAUSin kanssa ja laskuttaa euroissa. Toimijan tulee noudattaa toimeksiannon toteutuksessa Suomen ja EU:n hankintalainsäädäntöä sekä muuta soveltuvaa sääntelyä ja ohjeistusta.

Budjetti
Toimeksiannon kokonaisbudjetti on enintään 59 772 € (alv 0 %) kattaen kaikki palkkiot, matkat ja muut kulut. Asiantuntijapalkkioiden yhteenlaskettu osuus (molemmat asiantuntijat yhteensä) voi olla enintään 46 440 €, ja matka- sekä muiden kulujen yhteissumma (sisältäen keskimäärin 11 vuorokauden valmistelumatkan kahdelle asiantuntijalle) enintään 13 332 €.
Aikataulu
Työ alkaa mahdollisimman pian sopimuksen allekirjoittamisen jälkeen ja kestää arviolta 2–3 kuukautta (noin 60 työpäivää kahdelle asiantuntijalle). Tavoitteena on DoA:n laatiminen siten, että TEI:n toteuttaminen voidaan käynnistää maalis-huhtikuussa 2026.

HAUS on vastannut seuraaviin hankintaan liittyviin kysymyksiin (vastaukset vain englanniksi):
Question: It seems quite evident that the DoA cannot be finalised by the end of year 2025. Assuming that the realistic schedule for DoA finalisation will be by the Feb/Mar 2026, does it mean that programme launch will be automatically postponed accordingly?
Answer: The timelines provided are indicative and subject to adjustment. As the Team Europe Initiative process depends on several parallel steps and inputs from multiple actors, the schedule has been evolving. Considering that the ongoing procurement process for the planning assignment will realistically conclude, with contracting and mobilisation of the planning team, in the second week of December 2025, it will no longer be feasible to finalise the DoA by Q4/2025. At present, HAUS anticipates that the formulation process will begin promptly following contract signature in December and continue actively throughout Q1/2026, with most substantive work carried out in January-February. The detailed timeline and work schedule for the planning assignment will be jointly agreed during the inception phase. Based on the information available at this stage, the general expectation remains that the programme launch could take place around the Q1/Q2 2026 juncture.
Question: I wanted to check whether you have a specific format for the CVs of the Team Leader and the Digital Transformation Expert, or if we may use our organisation’s internal CV template.
Answer: For this procurement, we do not have a specific CV format, so you are welcome to use your organisation’s internal template. However, kindly take into consideration that the CVs comply with the formatting and page-limit specifications outlined in the Request for Proposal.
Question: Eligibility beyond the assignment: If the Team Leader and/or the Digital Transformation Expert is an employee of a Company, is the Company still eligible to participate into the upcoming tender(s), which will be conducted based on the achieved Description of Action (DoA)?
Answer: Based on the Act on Public Procurement and Concession Contracts (1397/2016, “Procurement Act”, NB. Act is legally binding only in Finnish and Swedish) Section 66, if a candidate, a tenderer or an enterprise related to a tenderer has participated in preparing a procurement, then the contracting entity shall ensure that this does not distort competition.
Based on government proposal for an act on public procurement and concession contracts (HE 108/2016 vp, p. 164, NB. free translation, proposal is only in Finnish and Swedish), the contracting entity must ensure for its own part that a tenderer which has participated in preparing a procurement does not gain such advantage that would breach the requirement of equitable and non-discriminatory treatment of the tenderers in the procurement. An example of this kind of measure is, e.g., providing such information to other tenderers that the tenderer which participated in the preparation of the procurement has received during the preparation, or which the tenderer who participated in the preparation has drafted.
Based on the Procurement Act Section 81 subsection 1 paragraph 8, the contracting entity may decide to exclude from competitive tendering a candidate or tenderer, (8) whose participating in preparing the procurement procedure has distorted competition, and the distortion cannot be eliminated by other, less intrusive measures; before the exclusion the candidate or tenderer shall be given an opportunity to show that it participation in preparing the procurement has not resulted in compromising an impartial and non-discriminatory procurement procedure.
The contracting entity is obliged to comply with the applicable Finnish and European Union legislation throughout the process. The contracting entity also acts within the practical guide on contract procedures for European Union external action (PRAG, not legally binding). Please note that the contracting entity will also require the selected candidates to fill PRAG Annex a3 “Declaration of Objectivity and Confidentiality” as a part of the process. It follows from the above that the eligibility to participate in the upcoming procurement procedure(s) of such Company that has participated in the preparation of the procurement must be considered case-by-case. However, the aim of the contracting entity is to ensure that participation in preparation of the procurement does not restrict any Company’s eligibility to submit a tender in the upcoming procurement procedure(s), and that the requirement of equitable and non-discriminatory treatment of the tenderers is secured.
