
HAUS strengthens cooperation in digital sector with Uzbekistan
HAUS Finnish Institute of Public Management’s CEO Kyösti Väkeväinen took part in the business delegation accompanying President Alexander Stubb’s official visit to Uzbekistan on 30–31 October 2025. Building on the ongoing collaboration under the EU-funded Connectivity for Central Asia (C4CA) initiative, HAUS and the Ministry of Digital Technologies of the Republic of Uzbekistan signed a Memorandum of Understanding to advance cooperation in digital transformation both within and beyond the C4CA initiative.
In Tashkent, Minister of Digital Technologies Sherzod Shermatov and HAUS CEO Kyösti Väkeväinen signed the MoU, which outlines cooperation in digital government, artificial intelligence, IT education, and the startup ecosystem, building on Uzbekistan’s Digital Uzbekistan 2030 strategy and Finland’s leading expertise in public sector digitalization.
The agreement was formalised during a high-level ceremony at the Presidential Palace in Tashkent, held as part of President Stubb’s state visit. Both President of Uzbekistan Shavkat Mirziyoyev and President of Finland Alexander Stubb were present.
As part of the agreement, HAUS will deploy a Senior Advisor within Uzbekistan’s Ministry of Digital Technologies to support in digital connectivity and transformation policy and lead HAUS’s activities in Central Asia as part of the EU-funded C4CA initiative.
“This partnership reflects our shared commitment to advancing inclusive and secure digital governance. By working together, we can help build people-centered digital transformation not only in Uzbekistan but across Central Asia,” said Kyösti Väkeväinen, CEO of HAUS.
During the visit, HAUS also signed two additional MoUs: one with the Ministry of Higher Education, Science and Innovation of Uzbekistan and another with the National Agency for Social Protection – the former focusing on higher education cooperation and the latter on collaboration in the social sector.
HAUS was one of 17 Finnish companies represented in the official business delegation as part of the President Stubb’s state visit.
C4CA (Connectivity for Central Asia) is a four-year EU-funded regional initiative (2025–2028) with a budget of €20 million. The project promotes digitally driven socio-economic inclusion across Central Asia by expanding safe and inclusive access to satellite-based digital connectivity, with particular attention to women, young people, and other marginalised groups.
