Project mission and impact

As a Team Europe Initiative (TEI) on Digital Connectivity, Connectivity for Central Asia (C4CA) aims to bridge the digital divide across the region by enabling affordable satellite-based connectivity for remote and underserved communities.

The initiative promotes safe and inclusive access to digital services, particularly benefiting women, youth, and other marginalised groups.

The project seeks to:

  • Foster the development and use of ICT connectivity through the development of policies and regulations, designed and validated in a multi-stakeholder approach (specific objective 1)
  • Improve transparent and inclusive access to public and private connectivity services, focusing on rural areas, gender equality and marginalised right-holders (specific objective 2)
  • Promote the use of satellite-enabled technologies to foster local digital innovation and tackle local challenges (specific objective 3)
  • Build cybersecurity capacity and awareness among stakeholders and establish comprehensive cybersecurity frameworks (specific objective 4)

By strengthening digital inclusion, C4CA supports socio-economic growth and sustainable development across Kazakhstan, Kyrgyzstan, Tajikistan, Turkmenistan, and Uzbekistan.

HAUS activities

Within C4CA, HAUS Finnish Institute of Public Management contributes to advancing digital governance capacities and inclusive access to connectivity in Central Asia.

HAUS supports the development of policy and regulatory environments that enable effective ICT reforms and digital transformation. Through capacity building, peer learning, and expert collaboration, HAUS strengthens the ability of public institutions to design and implement sustainable digital policies.

In addition, HAUS promotes regional cooperation by supporting the creation of public-private partnerships (PPP) for enhanced connectivity and investment in last-mile digital infrastructure, contributing to more inclusive and accessible digital services across the region.
