The Philippines Opens New Opportunities for International Expertise 

HAUS launched a Dynamic Purchasing System (DPS) for international expert services earlier this autumn. The aim is to build a broad network of companies and experts whose expertise can be mobilised for a wide range of international assignments as programs and projects evolve.

The DPS covers four thematic areas: digital transformation, data, AI and cybersecurity; good governance and public sector development; innovation, investment readiness and technical assistance; and communications, media and visibility services. The expertise required in international projects can range from highly specialised technical knowledge to communications, training, evaluations, studies, and stakeholder engagement.

One current example of this type of operating environment is the EU–PH Digital Economy Package, where HAUS is involved in activities related to digital infrastructure, cybersecurity, geospatial data, and digital skills development. The programme also provides a glimpse into the kinds of opportunities where Finnish expertise is increasingly in demand, both now and in the future.

The Philippines is one of the fastest-growing economies in the region and is investing heavily in digital development, connectivity, innovation, and emerging technologies. At the same time, the need for international cooperation, investment, and knowledge exchange continues to grow. Programmes like these typically require multidisciplinary expertise, including technical specialists, trainers, communications professionals, researchers, and experts who can support organisational development and change processes.

To respond to these needs, HAUS is building an extensive expert network through the DPS. The objective is not to identify a specific expert for a specific project, but rather to establish a diverse pool of expertise that can be drawn upon as opportunities arise and project needs evolve. Some assignments may involve short-term expert input, while others may develop into longer-term engagements.

For companies, the DPS offers a flexible pathway to participate in international assignments. It also opens the door to a wide range of collaboration opportunities in projects that combine expert services, investment, innovation, capacity development, and international partnerships.

The EU–PH Digital Economy Package is just one example of the types of opportunities future assignments may offer. Through the DPS, HAUS aims to ensure that companies and experts are well positioned to engage when new opportunities emerge.

Ready to Get Involved?

The DPS will remain open throughout its duration, from autumn 2026 until the end of 2030, allowing new suppliers to join at any time. Applicants may apply for one or several service categories that match their expertise. While admission to the DPS does not oblige suppliers to participate in tendering procedures, it is the most effective way to receive information about HAUS’s international expert assignments and related calls for tenders.
