HAUS builds a new route to international expert assignments
A new Dynamic Purchasing System for expert services 2026–2030
HAUS Finnish Institute of Public Management is opening a new route to international expert assignments. Through the new Dynamic Purchasing System, partners can join impactful projects in areas such as digitalisation, innovation and public administration development.
The system brings together large consulting firms, expert organisations, small companies and individual specialists interested in contributing to HAUS’s international projects. The estimated order potential is approximately EUR 40 million over three years.
The application process has been designed to be light. Applying does not require extensive annexes or heavy documentation, and admission to the system does not oblige suppliers to participate in every future tender.
The new HAUS DPS covers four service areas:
- Digital Transformation, Data, Artificial Intelligence and Cybersecurity
- Good Governance and Public Sector Development
- Innovation, Investment Readiness and Technical Assistance
- Communications, Media and Visibility Services
Suppliers may apply for one or several categories depending on their expertise.
Access to HAUS’s international networks
HAUS implements projects across four continents and works with locally significant organisations, including ministries and other public sector institutions. Its projects also involve cooperation with the EU, the European Commission, INTPA and other international development cooperation actors.
For suppliers accepted into the DPS, the system offers visibility in international cooperation environments that can otherwise be difficult to access. It also opens a route to future tender opportunities: HAUS intends to use it as the main procurement channel for international expert services going forward.
A light way to join
The Dynamic Purchasing System will remain open throughout its duration, allowing new suppliers to apply and be admitted between 2026 and 2030. Suppliers may apply for one or several service categories depending on their expertise. The categories cover digital transformation, data, artificial intelligence and cybersecurity; good governance and public sector development; innovation, investment readiness and technical assistance; and communications, media and visibility services.
Joining the DPS does not oblige suppliers to submit tenders. In practice, however, being admitted to the system is the best way to receive HAUS’s international expert service tender requests and access assignments that match the supplier’s expertise.
Now is a good time to apply, as the first international tender requests are expected to be sent through the system in the coming weeks. Applications can be submitted after reviewing the procurement notice published in TED.
What is a DPS?
A Dynamic Purchasing System, or DPS, is a public procurement procedure that remains open to new suppliers throughout its duration. This DPS applies to HAUS’s international expert services; domestic procurements are covered by a separate HAUS DPS. Approved suppliers may receive specific tender requests in the international service categories for which they have been accepted. In other words, a DPS is not a single tender, but a continuously open route to future international procurements.
