Terms of Reference: Local Consultant/Coordinator – Sustainable E-Learning Implementation (Botswana)

HAUS is looking for a Botswana-based Local Consultant/Coordinator to support the implementation of a sustainable and scalable e-learning ecosystem at the Botswana Public Service College (BPSC). The assignment is part of the EU Support to Digital Transformation in Botswana programme and contributes to Botswana’s national digital transformation agenda.

About the assignment

The objective of the assignment is to support BPSC and the Directorate of Public Service Management (DPSM) in establishing a structured, sustainable approach to digital learning across the public service.

Over a period of approximately 15 months, the Consultant/Coordinator will support and coordinate two closely linked workstreams:

  • Training priorities and course production, including the localisation of digital learning content aligned with Botswana’s Digital Competence Framework and the establishment of internal e-learning production capacity at BPSC.

  • Learning Management System (LMS) implementation and governance, supporting a two-tier model that combines Blackboard for specialist users and an open-source LMS for large-scale training of public servants.

The role is strongly coordination-focused and requires close collaboration with BPSC units, DPSM, key ministries, international experts, and local partners.

Key responsibilities

The Local Consultant/Coordinator will be responsible for overall project coordination, planning, and reporting, as well as stakeholder engagement across multiple institutions. The assignment includes coordinating course design and localisation, supporting LMS configuration and governance, facilitating capacity building of BPSC staff, and ensuring coherence between training priorities, platform choices, and long-term sustainability.

A central part of the role is to ensure that processes, tools, and knowledge are documented and transferred so that BPSC can independently manage e-learning operations after the assignment ends.

Duration and location

The assignment is part-time (approximately 50% FTE) and will run for 15 months, with a possible extension of up to three months. The work will be carried out primarily on-site at BPSC in Gaborone.

Budget

The maximum available total budget is set at EUR 36,000 including all the costs if the optional period is utilised. If not, the total budget will be EUR 30 000. Travel is not envisaged as part of the assignment; however, should travel be required, it shall be agreed separately in advance and covered outside the stated budget.

Application process

Interested tenderers should submit a proposal for this assignment by 16 February 2026, at 23:59 (EET/UTC +2). Proposals should be sent via email to botsprocurement@haus.fi.

Tenderers shall submit a Technical Proposal and a Financial Proposal in English. The submission shall include:

  • Technical proposal and work plan (max 5 pages) (approach, timeline, risk management).
  • CV of proposed expert (max 5 pages).
  • At least two (2) relevant references for comparable assignments. For each assignment, include the client, contact person with contact details, your role, and dates. All information must be summarized on a maximum of one A4 page and submitted in PDF format.
  • Financial proposal (including daily rate, estimated working days, total budget).
