Procurement Notice: Feasibility Study on Digital Investment Opportunities in the Philippines

HAUS Finnish Institute of Public Management Ltd invites qualified service providers to submit proposals for a feasibility study on digital infrastructure investment opportunities in the Philippines. The assignment is implemented under the EU-Philippines Digital Economy Package (DEP). The study aims to provide an evidence-based assessment of market gaps, investment potential, and bankable opportunities to support informed decision-making and stakeholder engagement.

Project overview

The EUPhilippines Digital Economy Package (DEP) supports the development of digital connectivity and transformation in the Philippines, with the ambition of strengthening the countrys role as a regional digital hub.

The programme promotes secure digital infrastructure, improved data use, and digital skills development. It is funded by the European Commission, the Ministry for Foreign Affairs of Finland, and Expertise France, and implemented in cooperation with key Philippine stakeholders, including public sector agencies.

Under Component 3, HAUS focuses on capacity building and policy support related to spatial data, cybersecurity, and connectivity. As part of this component, HAUS is procuring a feasibility study to assess investment opportunities in digital infrastructure.

Objectives of the assignment

The overall objective is to assess the feasibility and readiness of digital infrastructure investments in the Philippines and to identify a pipeline of viable or near-bankable opportunities.

The specific objectives are to:

  • Analyse the current digital connectivity and infrastructure landscape, including key gaps, bottlenecks, and enabling conditions
  • Assess market demand and identify investment opportunities and financing models
  • Develop and prioritise a pipeline of scalable and investment-ready project concepts

The study will address key infrastructure areas such as broadband connectivity, fibre networks, mobile networks, data centres, IXPs, and cloud infrastructure.

Expert qualifications

The assignment will be carried out by a team up to 3 experts with complementary expertise.

The service provider should demonstrate experience in:

  • Digital infrastructure and connectivity
  • investment analysis and financial modelling
  • ICT or telecommunications policy and regulation
  • Feasibility studies in a development cooperation context.

Experience in Southeast Asia, particularly in the Philippines, and in stakeholder engagement is considered an asset.

Budget

The maximum budget for this assignment is EUR 100,000, covering all fees and expenses.

Submission details

Interested and qualified service providers are invited to submit their proposals electronically through the designated tender portal.

Each proposal must be submitted by a single contracting entity (leading organisation) that represents the team and is responsible for coordination, communication, and financial management.

The submission must include the following documents:

  • CVs of proposed experts
  • Maximum three (3) pages per CV, clearly outlining relevant qualifications and experience.
  • Technical proposal, A description of the understanding of the assignment, proposed methodology, key tasks, and indicative timeline.The technical proposal must not exceed six (6) pages (excluding cover page, table of contents, and references).
  • Financial proposal, Including daily rates, estimated number of working days, and total budget covering all costs (e.g. fees, travel, and other expenses).
  • References from previous assignments, Maximum three (3) relevant references, each presented on a maximum of one (1) page, including a brief description of the assignment, the consultant’s role, and contact details for verification.

All documents must be submitted as a single, consolidated proposal, clearly indicating the roles and division of work between experts.

The deadline for submission of proposals is 16 July 2026 at 12:00. Late submissions will not be considered.
