Procurement Notice: Content Development, Production and Dissemination for AEDIB 2.0 project

HAUS Finnish Institute of Public Management Ltd is seeking a qualified service provider for the end‑to‑end content development, production and dissemination of innovation policy and access‑to‑finance knowledge products under the Africa‑Europe Digital Innovation Bridge (AEDIB 2.0) Team Europe Initiative.

This procurement covers a comprehensive portfolio of online content that supports policymakers, ecosystem leaders, and finance actors across Africa and Europe. The contract period is April 2026 – April 2027, with an optional 12‑month extension.

About AEDIB 2.0

AEDIB 2.0 is a flagship Team Europe Initiative designed to strengthen digital entrepreneurship, innovation ecosystems, and access-to-finance across 14 African partner countries. Through its multi-stream structure, the programme provides policy support, ecosystem engagement, and capacity development to accelerate a green and digital transition.

The procurement contributes specifically to Specific Objective 1 (SO1) on Innovation Policy and Specific Objective 3 (SO3) on Access to Finance, supporting content creation that enhances awareness, builds capacities, validates needs, and amplifies the programme’s reach.

Purpose of the Procurement

The selected provider will co‑design, produce, and disseminate a coordinated package of online content, including:

Stream I – Innovation Policy Podcast Series (Public)

12–15 professionally produced episodes featuring insights from policymakers, innovation leaders, and experts. Each episode will include a companion article and promotional assets.

Stream II – Online Technical Clinics (Closed Door)

Eight invite‑only technical clinics that support policy implementation, capability building, and evidence-driven decision making. Outputs include toolkits, anonymised notes, and knowledge resources.

Stream III – Web Articles & Knowledge Notes (SO1–SO3)

Approximately 25 curated web articles, briefs, and knowledge notes synthesising insights from podcasts, clinics, and cross‑cutting thematic areas.

Stream IV – Access to Finance Roundtable Series (Public)

A series of high‑quality online roundtables engaging investors, DFIs, founders, and ESOs to validate financing needs and share practical investment insights. Edited recordings, knowledge notes, and promotional materials are included.

The work also covers platform-ready assets, captioning, moderation, editorial planning, speaker sourcing (in collaboration with project teams), and a dissemination and visibility plan.

Target Geography

The assignment spans 14 African partner countries:
Botswana, DRC, Ghana, Ivory Coast, Kenya, Mozambique, Namibia, Nigeria, Rwanda, Senegal, South Africa, Tanzania, Uganda, Zambia.

Production may include on‑location recordings, primarily in Kigali and key ecosystem events across Africa.

Expected Qualifications

Service providers must demonstrate:

  • Proven experience in podcast and webinar production (audio and video)
  • Demonstrated experience working in Africa and producing content in multi-country contexts
  • A compact, experienced in‑house production team
  • Strong editorial, technical, design and dissemination capabilities
  • Ability to deliver accessible, captioned, multilingual content
  • Familiarity with innovation, entrepreneurship, startup ecosystems, or development policy
  • GDPR-compliant data handling and clear operational readiness
  • A capacity for both on‑location and remote production

Creativity, inclusion, and a sensitivity to diverse contexts are considered strong assets.

Contracting and Budget

  • Maximum contract value: €200,000 (excl. VAT)
    • €140,000 for the main 12‑month period
    • €60,000 optional extension
  • Payments are disbursed against five milestone-based deliverable packages
  • Providers must submit a detailed budget breakdown covering pre‑production, production, editing, delivery, dissemination and project management
