HAUS to lead a €23 million EU initiative aimed at developing Nigeria’s digital public services

HAUS Finnish Institute of Public Management Ltd is taking the lead for the first time in the Team Europe initiative, which aims to support Nigeria in developing digital public services and improving digital governance and expertise in partnership with Estonian Centre for International Development (ESTDEV). The project, titled “Support to Digital Public Services and Talent Management,” is valued at 23 million euros and is fully funded by the European Union. The project, under the Global Gateway strategy, was announced in Abuja on March 23, 2026.

 

The initiative supports Nigeria’s National Digital Economy Policy and Strategy and aims to strengthen interoperable, citizen-centric digital services. At the same time, it enhances cybersecurity, data protection practices, and the capabilities of public administration institutions. The initiative aims to build sustainable solutions that improve the accessibility and reliability of services and strengthen digital equity across the country. Overall, the initiative enhances the quality of public services, streamlines administrative operations, and creates new opportunities for citizens and businesses. At the same time, it supports the development of digital skills and broader social participation, providing concrete tools for Nigeria’s long-term digital and economic growth with the strategic support of the European Union.

The implementation of the initiative is a result of HAUS’s new status as a pillar-assessed entity by the European Commission, which enables it to act as a contractual partner of the Commission and to manage projects funded by the EU. This pillar-assessed status reinforces HAUS’s role as a reliable and responsible actor in both international and domestic development programs.
