HAUS launches EU-funded project supporting public administration reform in Moldova
HAUS Finnish Institute of Public Management has launched a new European Union-funded Public Administration Reform project in Moldova (PAR Moldova). The project aims to strengthen the capacity of Moldova’s central administration to implement, coordinate and monitor public administration reform in support of the country’s EU accession process.
The three-year project, which started in June 2026, is implemented in cooperation with Moldovan authorities and international partners. HAUS acts as the lead implementing partner, further strengthening its role as a European expert organisation in public administration development. The Estonian e-Governance Academy Foundation is a project partner.
The project strengthens the implementation, monitoring and coordination of public administration reform at central level in Moldova. It also supports the implementation of human resource management reforms and the development of a Human Resource Management Information System and related services. The objective is to support Moldovan authorities in developing a modern, competence-based and effective public administration that meets the requirements of the EU accession process.
During the first months of implementation, the HAUS project team has been established, key partners and authorities have been met in Chișinău, and preparations for the Situation Analysis of the public administration reform sector have started. In addition, the recruitment of local experts and the establishment of practical implementation structures have progressed as planned.
The Moldova project is one of HAUS’s most significant new international projects. The project runs from June 2026 to May 2029, and HAUS’s share of the implementation is approximately EUR 2.7 million.

The project brings together Finnish and Estonian expertise in support of Moldova’s public administration reform. HAUS contributes experience in public administration development, human resource management and strengthening administrative capacity. The e-Governance Academy Foundation complements this with Estonian expertise in digital government and the development of electronic public services.

The project also supports HAUS’s strategic objective of strengthening Finland’s role in international administrative cooperation and bringing Finnish public administration development practices into European reform work.
