Regional digital governance training programme launched at ICT Week Uzbekistan

A new digital governance training programme for public sector specialists from Kazakhstan, Kyrgyzstan, Tajikistan, Turkmenistan and Uzbekistan was launched in Tashkent on 22–24 September, during ICT Week Uzbekistan 2026. HAUS implements the programme as part of the EU-funded Digital Connectivity in Central Asia project.

Three days in Tashkent

The launch brought 24 participants from ministries and public institutions across the five Central Asian countries to Tashkent. Mr Jakhongir Shukurov, Advisor to the Minister at the Ministry of Digital Technologies of Uzbekistan, gave his opening remarks.

The programme’s workshops ran alongside ICT Week, one of Uzbekistan’s largest annual technology events, held since 2004, which brings together technology companies, startups, public and private sector leaders and international partners.

In the workshops, participants discussed how the public and private sectors can improve digital inclusion in Central Asia, and how data can be collected and used to develop the digital sector. HAUS also shared its best practices in making digital infrastructure investments bankable, and the group explored the ethical use of AI in public service.

The Ministry of Digital Technologies hosted the group at ICT Week and presented Uzbekistan’s e-government services. The country is expanding its digital government under the Digital Uzbekistan 2030 strategy, moving actively public services, government databases and administrative processes into digital systems. Citizens and businesses can use the Unified Portal (my.gov.uz) to access government services, and OneID provides single sign-on for government services.

Supporting safe and inclusive digital development

The Digital Governance Training Programme is part of the four-year, EU-funded Digital Connectivity in Central Asia (C4CA) project. C4CA aims to bridge the digital divide across the region by enabling affordable satellite-based connectivity for remote and underserved communities.

The participants include both specialists and decision-makers working on digital transformation. The programme runs until early 2027 and combines online modules with events in Central Asia and Finland.

Once the programme ends, participants will have a regional professional network they can keep using for cooperation and knowledge exchange in digital governance.
