Finnish-Led Expert Team Delivers Comprehensive Digital Governance Training in Tanzania

 

A five-day intensive training on data governance, personal data protection, and cybersecurity concluded today at the ICT Commission in Dar es Salaam, Tanzania. The training brought together eight European experts and Tanzanian government officials for a full week of capacity building under the Digital for Tanzania (D4T) Twinning project.

The training ran from 5 to 9 May 2026 and covered two interlinked thematic areas: data governance and data management in the first half of the week, followed by personal data protection and cybersecurity from Thursday onwards.

Data Governance and Interoperability

The opening days focused on the foundations of data governance, including data quality management, data lifecycle, interoperability frameworks, and event-based public services. Participants worked through practical assessment methods, learning how to evaluate their organisations’ data management maturity across dimensions such as application systems, technical infrastructure, and organisational readiness.

Hands-on assessment exercises on Thursday allowed participants to apply the frameworks directly and discuss concrete recommendations and next steps for their own registries and systems.

Data Protection and Cybersecurity

From Thursday afternoon through Saturday, the training shifted to personal data protection and cybersecurity preparedness. Sessions addressed the principles of data protection legislation, data subjects’ rights, privacy risk management, and the role of privacy champions within organisations.

The cybersecurity segment covered the current threat landscape, risk management fundamentals, organisational resilience, business continuity planning, and the CIA-A model for information security. The training concluded with a forward-looking session on how artificial intelligence, quantum computing, and automation will reshape security requirements in the years ahead

 

Key Facts: Digital for Tanzania (D4T) Twinning Project

The Digital for Tanzania (D4T) project supports Tanzania’s digital transformation by strengthening e-Government reform and connectivity. Its focus areas are cybersecurity and data protection frameworks, interoperability and data governance capacity, and digital skills development — including addressing the gender digital divide.

The project is led by HAUS Finnish Institute of Public Management Ltd. as main partner, with junior partners the Estonian Centre for International Development (ESTDEV) and Germany’s Federal Ministry for Digital and Transport, backed by GIZ. The beneficiary is Tanzania’s Ministry of Communication and Information Technology (MCIT).

The project runs from 14 July 2023 to 31 December 2026, with a budget of € 2M funded by the Delegation of the European Union to the United Republic of Tanzania and the East African Community.
