EU Cyber Balkans II

As digital services expand across the Western Balkans, cyber threats are affecting public institutions, businesses and everyday life more than ever. EU Cyber Balkans II was launched to help Western Balkan partners strengthen their ability to prevent, manage and recover from cyber incidents. The project supports safer digital transformation and brings partners closer to EU‑level standards and practices.

EU Cyber Balkans II is a European Union-funded regional programme supporting Western Balkan partners in strengthening cyber resilience in line with EU acquis and best practices. Building on earlier EU support, the programme focuses on enhancing cybersecurity governance, improving incident response and information sharing. A central feature of the programme is its focus on multi-stakeholder cooperation. The action brings together public authorities, private sector actors, academia and civil society to strengthen collaboration, improve awareness, and support more inclusive and effective cybersecurity ecosystems.

The programme also supports the development of a sustainable cybersecurity workforce, helping partner countries strengthen institutional capacities and advance their alignment with EU standards as part of their broader integration process. HAUS contributes as an implementation partner, leading activities on cybersecurity workforce development and supporting capacity building in public sector institutions, drawing on Finland’s experience in governance, skills development and digital transformation.
