Short-term Experts to support the planning of a new Team Europe Initiative “the Digital Economy Package for the Philippines”

HAUS Finnish Institute of Public Management Ltd (HAUS) is a state-owned company, which provides training and development services to the state administrations. HAUS is a state stakeholder unit under the steering of the Ministry of Finance of Finland. HAUS has substantial experience on international projects in the field of public sector reforms and development and digital transition. We have implemented more than 50 international projects in more than 20 countries and are currently participating in several joint EU Team Europe Initiatives. 

Currently we are looking for: Short-term Experts to support the planning of a new Team Europe Initiative “the Digital Economy Package for the Philippines”, intermittently during May-October 2024, maximum 80 days in total.

The EU is aiming to support the Philippines becoming a digital connectivity hub in the region and expand Copernicus in South-East Asia through the Digital Economy Package for the Philippines, building on the previous Copernicus programme. The Overall Objective is to provide the Philippines with secure and reliable digital connectivity infrastructure enabling high-speed and real-time Copernicus data access and exchange to enable improved preparedness and response to natural disasters as well as climate change mitigation measures.

The specific objectives are to 1) Establish and maintain high-speed secure bandwidth links, 2) Enhance Copernicus data and information access and distribution, and 3) Build skills on spatial data management in key sectors, provide 5G regulatory/policy support and provide capacity support on cybersecurity. The estimated budget for the Digital Economy Package in the Philippines is 20 million euros for a period of three years (2025-2027).

The Delegation of the European Union and the Ministry for Foreign Affairs of Finland (MFA) are preparing cooperation under the Initiative with Finland leading outcome no 3 of the programme, namely to build skills on spatial data management in key sectors, provide 5G regulatory/policy support and provide capacity support on cybersecurity.

HAUS has been assigned to Lead the design process of the Finnish contribution and component of the Initiative, with close cooperation with the MFA.

Expertise and qualifications required:

The project planning is expected to be carried out by 1-2 experts complemented with HAUS home office support. The expert(s) shall have solid experience and knowledge in the following fields:

  • Formulations, evaluations/assessments and/or project planning in the connectivity/digitalization sector, including technical assistance support
  • Experience of at least 6 years working within the connectivity/digitalization sector relevant to the initiative with experience working in developing country contexts.
  • Experience in Project cycle management, theory of change, logical framework approach and results based management (RBM), risk management and the application of these tools in project design, formulation, monitoring and evaluation
  • Fluency in English (speaking and writing)
  • Knowledge of Finnish expertise in digitalization, such as spatial data management, 5G regulatory and policy support, capacity building on cyber security is an asset.
  • University degree in a relevant area such as economics, engineering, data sciences, international business administration, finance or related field.
  • Excellent written and oral communication in English
