Assistant to the RTA (Resident Twinning Adviser)
The Twinning Project “Digital4Tanzania” is an EU funded project implemented by HAUS Finnish Institute of Public Management Ltd and Ministry of Communication and Information Technology (MCIT).
The project is seeking an Assistant to the Resident Twinning Adviser (RTA).
The purpose of the project is to assist the Government of Tanzania (GoT) in their digital transformation efforts by supporting e-Government reform and connectivity. The specific objectives are the following:
- To future proof the cyber security, privacy and data protection framework, capacities and skills for the Government of Tanzania and the private sector.
- To enhance the interoperability framework and capacity of the GoT to strengthen data governance and management skills enabling an inclusive, transparent, and effective data driven public sector.
- To improve the skills and capacity of the private sector and of the research community, also addressing the gender digital divide, in the field of cyber security, privacy, and data protection.
The Assistant is expected to play a pivotal role in supporting the Resident Twinning Adviser in coordinating the activities of the European Short-Term Experts. The project office is in the premises of ICT-Commission (ICTC) in Dar es Salaam. The work of the Assistant will be conducted mostly in Dar es Salaam, but occasional travelling in Tanzania will be required based on the needs of the project. The project provides an interesting and challenging opportunity to work in international multicultural context in a sector that is evolving rapidly.
Responsibilities of the Assistant:
- Assisting RTA in organization of experts’ missions, trainings, seminars, workshops, steering committee meetings, and other project events, as well as providing general local assistance to the RTA.
- Drafting of written materials with relation to the project in English and Swahili.
- Overall management of the office administration, organizing trainings, expert missions, local travels, general desk office work etc.
- Organization of meetings in cooperation with Beneficiary Country partners, preparing meeting agenda and taking minutes.
- Developing and maintaining close working contacts and relationships with Beneficiary Country officials involved in each of the activities.
- Acting as a translator and interpreter (replace and supplement translator/interpreter) when needed.
- Drafting and editing minutes of meetings, assisting to the RTA in drafting and editing monthly, quarterly and final project reports and any other relevant documents.
- Arrangement of travel, booking accommodation and organisation of study visits.
- Office management and general correspondence when needed.
- Perform other tasks assigned by the RTA or HAUS headquarters.
Qualifications:
- Relevant university degree.
- Fully fluent in English.
- At least 3 years, preferably 5 years relevant professional experience.
- Previous experience in international donor funded projects.
- Excellent digital skills in daily business management (MS Office programmes: MS word, excel, PowerPoint, SharePoint, email, Internet).
- Proven knowledge of Tanzanian public administration is a strong asset.
- Previous experience in donor projects and especially EU funded projects is a strong asset.
- Capability to work under pressure and heavy workload.
- Capability for both independent and teamwork.
Note: According to the EU Twinning rules, the assistant candidate shall not have been in any contractual relation with the Tanzanian public sector during at least the 6 months preceding their hiring.
Duration: From June 2025 until 14 January 2026. Possibility of extension.
Salary: Monthly gross salary is 1,000 €
