Call for Applications to Finnish Organizations: Expert Secondment to Zambia Ministry of Foreign Affairs and International Cooperation (MFAIC)

 

ADGT secondment is an instrument of technical assistance whereby Finnish experts support digital development in public host organisations of African countries. Secondments are completed before the end of 2024. Expenses of the secondments are covered by the ADGT programme, implemented by HAUS Finnish Institute of Public Management and funded by Ministry for Foreign Affairs of Finland (MFA).

The Ministry of Foreign Affairs and International Cooperation of Zambia (MFAIC) has launched a Diaspora Web Portal to serve as a central platform for engaging with Zambians living abroad, providing them with vital information on government policies, programmes, and investment opportunities. In order to support MFAIC to enhance the portal’s functionality and foster more efficient diaspora engagement, HAUS is looking for a Finnish expert organisation to conduct a Technical Feasibility Study and Development Roadmap for MFAIC. The assignment will be carried out through a secondment to MFAIC between 28 October and 23 December 2024.

Key objectives of the assignment are:

  • Analyse the Existing Diaspora Portal: Evaluate the current portal architecture, content, and technical functionality.
  • Identify Development Opportunities: Perform a gap analysis and determine the most compelling areas for improvement and growth.
  • Stakeholder Engagement: Conduct interviews and workshops with relevant Zambian ministries, government offices, and third-party organisations.
  • Deliver a Comprehensive Development Plan: Propose a high-level target architecture, development roadmap, Change Management plan and implementation strategy that supports local ownership and capacity building.

Methodology: The work consists of a desktop study about the current status of the portal, a fact-finding mission at MFAIC, and writing of the Technical Feasibility Study and Development Road based on the findings. Part of the work can be conducted remotely from Finland.

The assignment is managed in collaboration with Ministry for Foreign Affairs of Finland and Embassy of Finland in Lusaka.

Qualifications: The organisation and their expert(s) shall have a track record of successful delivery of projects focusing on planning and developing of digital public services (eGovernment) as well as experience in supporting organizational strategic planning processes. International experience especially in Sub-Saharan Africa on client and stakeholder engagement through participatory methods are considered an advantage. The decision on the most qualified applications is made by HAUS in cooperation with the MFA Finland.
