Study visit: Regulatory Impact Assessment (RIA) in the European Union. Case: Finland and Estonia

Just before Christmas break, a group of high-level Russian civil servants and businesspeople participated in a 2-day HAUS study visit in Helsinki. The topic for the visit was Regulatory Impact Assessment in the European Union. Case: Finland and Estonia.

The group was led by Mr. Oleg Fomichev, State Secretary, Deputy Minister of Economic Development of the Russian Federation

During the intensive two days, the group heard several presentations by top level civil servant experts from the Finnish Prime Minister’s Office, the Finnish Ministry of Employment and the Economy, and Ministries of Justice in Finland and Estonia.

During discussions, the participants had the opportunity to compare Russian RIA with Finnish and Estonian practices.

High-level presentations covered e.g. following topics: EU Better Regulation Agenda and Impact Assessment, Consultations During Impact Assessment Procedure, and Check-lists for Identifying Impacts. The participants also visited the Parliament of Finland and were able to learn about legislative process in Finland and the role of the Parliament regarding RIA.

Besides EU, Finnish and Estonian examples, a Russian case was also presented by Mr Vadim Zhivulin, Director of the Department of RIA, Ministry of Economic Development of the Russian Federation. His topic was “Government Regulation and Improvement of Regulation-Drafting Process RIA as a Means of Building Trust in Government Regulation System”
