Final conference of the Twinning project “Capacity building of the Investigation Service of the Ministry of Finance in Georgia” was organized on the 26th of January 2017 in Tbilisi. The beneficiary of the project was the Investigation Service of the Ministry of Finance, HAUS was the contractor and FIOD the Criminal Investigation Service of the Ministry of Finance of the Netherlands was the Junior partner. Mr. Jari Liukku worked as the Project Leader and Mr. Kaj-Erik Björkqvist as the Resident Twinning Advisor RTA. Several short term experts from different organizations gave their expertise during 21 months.
The Final Conference was opened by Mr. Dimitri Kumsishvili, the Minister of Finance of Georgia. The welcome addresses were given by Mr. Giorgi Badashvili, the Head of the Investigation Service, Mr. Vincent Rey from the EU delegation, Ambassador Arja Makkonen from Finland and Mr. Archil Karaulashvili, Deputy Minister of European and EuroAtlantic Integration. In the opening remarks and in all welcome addresses the importance of the Twinning project and its results were underlined. Also the sustainability of the project was mentioned several times; the continuation of the development process was convinced by the Minister and the Head of the Investigation

The theme of the speech of Ms. Anneli Temmes was the development work during and after Twinning. This Twinning project was, according to all speeches very successful and it is obvious that the development process will continue. Ms. Temmes recommended that it would be beneficial after the hectic project period to use some more time to go through the findings, proposals and recommendations, plan how to concretely continue the process and make necessary decisions.
Mr. Jari Liukku went through the outputs of project, a huge number of them. He still reminded the audience about the project objectives and went through the main outcomes of all five components. At the end of the presentation he also listed the main conclusions and recommendations of the Twinning project. The Junior Project Leader Mr. Eduard Timmers gave also his additional remarks after the presentation.
Words of thanks
Several words of thanks were expressed in all speeches. It showed, again, how many organisations and people had contributed the good results of this project. This Twinning was a success story – it became very evident also in the Final Conference.
The high-level group of participants of the conference consisted of vice-ministers, directors general, representatives of international organisations and management and staff of the Investigation Service. It was also nice that many familiar faces from HAUS’ previous Twinning project (Capacity building in the Academy of the Ministry of Finance) were present. This can also be considered as sustainability of Twinning!
